Energy Minister Taner Yildiz said Turkey planned to gradually sell off up to 49% of state oil company TPAO in public offerings, Haberturk newspaper reported on Tuesday.
Yildiz also told reporters that state pipeline company Botas will be privatised in the same way, the paper said.
"This will come onto the agenda in concrete terms next year. A similar practice should be considered for Botas in the second stage," Yildiz said.
Turkey has pushed through a wide-ranging privatisation process in recent years, with sales of stakes in major companies such as Turk Telekom and Turkish Airlines.
An energy ministry undersecretary said in June Turkey favoured public offerings of TPAO and Botas, but that a merger of the two was not on the agenda.
