The Lebanese Petroleum Administration (LPA) has invited international oil and gas companies (IOCs) to a consultation workshop on February 23 to introduce Lebanon’s first licensing round that has been stalled due to ongoing political disputes over the past years.

The Ministry of Energy and LPA will present the recently adopted roadmap and an overview of the legal and fiscal regime governing the tender and the sector in general, including the licensing procedure, evaluation and award, the model EPA and taxes applicable to petroleum activities, according to the Middle East Strategic Perspectives (MESP).
The organisers of the workshop will present Lebanon’s offshore geological features, and surveyors PGS, Spectrum and Neos, will be presenting available geological data.
In addition to presenting the country’s first offshore licensing round, the event is an opportunity to assess international companies’ interest not only for the eastern Mediterranean, but also for being involved in Lebanon.
The pre-qualification round remains open until March 31. Companies that pre-qualified in 2013 are still qualified, provided they still meet the criteria set out in Decree no. 9882/2013. A company that pre-qualified as non-operator in 2013 but wishes to upgrade its status to operator can do so by presenting the relevant documents listed in annexes 3 and 4 of the pre-qualification decree.
